- Comprendre les enjeux et la manière de s’impliquer en phase de développement d’un projet EnR
- Identifier les cartes en main des acteurs du territoire dans le développement (compétence, ressources, aménagements, concertation) et la manière de les valoriser dans la société de projet
- Savoir répondre aux sollicitations et mettre en concurrence les partenaires privés
- Connaître la méthode pour sécuriser le partenariat (protocole de développement, société de projet de développement, pacte d’actionnaires)
